This article covers the setup you do on Configuration > Payroll calculation > Settings before running payroll. It is done by a user with Payroll Manager Permission who is responsible for all branches. Payroll settings are company-wide; a user responsible for only some branches cannot change them.
Before you start
Have the company's trade name, tax office and tax number, and the SSI registration numbers of your workplaces at hand.
If you will use the accounting report, have your cost center codes ready.
Step by step
1. Company and workplace information
Go to Configuration > Payroll calculation > Settings in the left menu and open the Company Information tab.
Create the company card with Add Company: Trade Name, Tax Office, Tax Office Code, Trade Registry Number, Tax Number, Mersis Number, Email and Contact Phone. If the card says Information Incomplete, payroll cannot be calculated.
In Workplace Information, add each SSI workplace with Add Workplace (SSI Registration Number, Business Address). For the withholding and premium service declaration (1003A), workplace type, GİB branch code, trade registry office, NACE code and ownership status must also be entered; if they are missing, the card shows Tax office info missing (Withholding 1003A).
Link employees to workplaces: pick them with Assign Employees or assign in bulk with Auto Assign. The number of unassigned employees is shown as a warning on the tab. Every employee must be linked to a workplace; payroll cannot be calculated for unassigned employees.
2. Cost centers (for the accounting report)
On the Cost Center tab, enter the Cost Center Code and Cost Center Name with Add Cost Center and define which account each payroll item is posted to and on which side (Debit/Credit).
Assign employees with Assign to Employees from the row menu. Once at least one cost center is defined, all employees must be assigned and an employee's total percentage must be 100%.
3. Other tabs
Payroll Parameters: current statutory parameters such as the SSI floor/ceiling, stamp tax, income tax brackets, minimum wage and exemption amounts. The values come from the payroll calculation service and are read-only; editing them would not change the calculation.
Currency Settings: the exchange rate used for salaries and benefits in foreign currency. With Automatic, rates are updated daily; with Manual, you enter the rate. A user with Payroll Manager Permission sees the rates; changing the currency settings and refreshing the rates with Refresh also requires Benefit Manager Permission. The rates used for benefits are managed on this tab too.
BES Settings: Subject to mandatory pension system? and Mandatory BES rate. The setting only applies to new hires; existing employees' BES information does not change.
R&D Center: per-workplace R&D Project Code, Technology Development Zone, R&D Scope and SSI details. A workplace must first be defined on Company Information.
Payroll Calculation Settings: the timesheet source and whether planned data is included in payroll. See Timesheet, missing days and meal/commuting allowances.
Payroll Credits: in one list card the All Actions, Credit Added, Credit Consumed and Expired (Lost) tabs at the top filter the movements by type; the line under them shows Total Credits, Used, Remaining Credits, Lost Credits (if any) and the next renewal date. The search box looks in the description and the user; Sort or a column header orders by date, action, amount, remaining and performed by (ascending, descending, off). The pages are at the bottom of the list. Each employee's calculated payroll for a period uses one credit; recalculating the same employee in the same period does not use a second credit.
Result
Once company information is complete, at least one workplace is added and every employee is assigned to a workplace, the Open Period button appears on Payroll Calculation. Cost centers are used in the accounting report and GİB details in the MUHSGK declaration.
Common issues
Symptom: Payroll Calculation shows Payroll Setup Required.
Cause: Company information is incomplete, there is no workplace, or Not all employees are assigned to a workplace.
Fix: Complete the listed items on the Company Information tab.
Symptom: Missing Cost Center Assignment appears when generating the accounting report.
Cause: Some employees with calculated payroll are not assigned to a cost center.
Fix: Assign them on the Cost Center tab.
Symptom: Contact Phone shows "Missing: required for the withholding declaration".
Cause: A phone number is mandatory in the identity section of the withholding declaration.
Fix: Edit the company card and enter the phone number.
Symptom: A settings tab says it could not be loaded and Save is disabled.
Cause: The current settings could not be read; saving is disabled so they are not overwritten with empty values.
Fix: Reload with Try Again.
Symptom: On the R&D Center tab the Technology Development Zone list is empty and a "could not be loaded" warning appears under it.
Cause: The zone list comes from the payroll calculation service, which could not be reached at that moment.
Fix: Reload the list with Try again in the warning. If it keeps failing, contact support; your saved zone selection is not removed.
