Incentives (Law No 6111, 17103/27103, 07252, 5746) and intern payroll

Explains where to enter an employee's SSI incentive law and incentive dates, the date rules for 6111, 17103/27103 and 07252, the R&D (5746) fields, and how interns are handled in payroll.

SSI employer premium incentives are applied based on the employee's Law No. The incentive amount is found automatically in the payroll calculation; what you need to do is enter the law number and the required dates correctly. It is done by a user with Payroll Manager Permission.

Before you start

  • Have the employee's incentive law number and incentive start/end dates.

Step by step

1. Entering the Law No

The Law No can be entered in three places:

  • One employee: enter the Law No and dates on Employee → Employees → Edit / Change → Personal Information → Legal Information. This is the permanent record.

  • In bulk: on Pay and expenses > Employee payroll data, select employees and use Legal Information, or use Bulk Operation > Legal Information Excel (Editing employee payroll information).

  • For this period only: change it on the Personnel Information > Payroll Employee Information sub-tab of Payroll Calculation.

Payroll Employee Information sub-tab

Available law numbers: 5510, 0000, 14857, 5746, 6111, 17103, 27103, 07252.

2. Date rules

Law No

Required fields

Rule

6111

Start and end date

The start cannot be after the last day of the payroll month and the end cannot be before it. For example, for the April 2026 payroll the end date must be at least April 30, 2026.

17103 / 27103

Incentive start and end date

The incentive range must cover the last day of the payroll month.

07252

Incentive start and end date, 7252 Average Days

The incentive range must cover the first day of the payroll month (an incentive ending on January 15 is valid for the January payroll). Average days must be greater than 0 and at most 30.

5746 (R&D)

R&D Status, 4691 R&D Status, R&D Incentive End Date

These fields are entered on Pay and expenses > Employee payroll data. If R&D SSI Exempt Days/Hours is entered, the law no must be 5746.

Payroll > Employee Information

When a Law No other than 07252 is saved, 7252 Average Days is cleared.

3. Interns

  1. On the employee's Legal Information screen, select 5-Apprentices and intern students as the Insured Task Code.

  2. The intern is paid for the paid days in the timesheet: monthly salary / 30 × paid days for monthly pay, daily wage × paid days for daily pay, hourly wage × paid hours for hourly pay. If the timesheet is empty, no payment is created.

  3. No SSI, income tax or stamp tax deduction is calculated for interns.

  4. Incentive laws (6111, 17103, 27103, 07252) cannot be used for interns. Set the Law No to 5510 or 0000.

4. Salary difference

To pay a retroactive salary increase difference, enter a payment with payment type Salary Difference Allowance on Pay and expenses > Benefits > Payments (Benefits, payments and deductions).

Result

Incentive amounts are calculated as discounts in payroll; they appear with the law number in the preview breakdown, the payslip, the Payroll Summary Report, the Payroll Sheet and the MUHSGK declaration.

Common issues

Symptom: "Law No 17103 / 27103 selected but Incentive Start Date is not entered".
Cause: Dates are mandatory for the 7103 incentives.
Fix: Enter the incentive start and end dates in Legal Information.

Symptom: "The Law No 07252 incentive range does not cover the first day of the payroll month".
Cause: For 07252 the rule is the first day of the month; if the incentive starts after the first day, it does not apply that month.
Fix: Check the dates; if the incentive is not valid that month, change the law number.

Symptom: An error says an intern (task code 5) cannot be paid with an incentive law.
Cause: SSI employer premium incentives do not apply to interns.
Fix: Update the Law No to 5510 or 0000.

Symptom: "R&D SSI Exempt Days entered but Law No must be '5746'".
Cause: The R&D exemption only applies with 5746.
Fix: Set the Law No to 5746 or remove the R&D exempt days.
